Texas 2012 Disabled Person Plate

Issued to a person with a permanent disability. It shares the white reflective field of the general-issue Classic but is set in navy rather than black, carries the International Symbol of Access where the passenger plate puts the state silhouette, and prints the motto in red. The plate shown here is a reconstruction carrying an invented serial, so no real registration is depicted.
Who it is for
A plate bearing the International Symbol of Access is issued to a person with a permanent disability, as distinct from the temporary placard hung from a mirror. Eligibility is a medical question rather than an administrative one: the application is completed and notarised by the applicant's physician and filed through the county tax assessor-collector. Texas allows a qualifying person either one set of these plates plus a placard, or two placards.
What it grants
The symbol is not decorative. A vehicle displaying it may use any space reserved for people with disabilities, and is exempt from state and local government parking meters. The plate is therefore doing legal work at a glance, which is why the symbol sits in the middle of the serial where it cannot be missed.
A variant, not a base
Set it beside the 2012 Classic and the family resemblance is obvious: same white reflective sheeting, same proportions, same flat digital printing. What changes is the colour and the iconography. Navy replaces black, red replaces the black motto, and the Texas flag appears as a small filled silhouette at the top right in place of the lone star. It is the same base plate speaking a different purpose.
